I was a clear witness of this. We stopped the car for reckless driving by ramming other cars. After a few minutes he stopped. They got out and we proceeded to the driver and offered him a $500 fine otherwise be arrested if not payed. He refused, so therefore, we handcuffed him. He was moving around the place so Rene tazed him. The passenger then approached me several times and threw abuse at me. I then handcuffed him for interfering with police action and verbal abuse. Then as you can see in the video they just tried killing each other.
