Just because you does not see it as modifying a vehicle, doesn't mean everyone sees it that way. You placing 12 props around your vehicle is in fact modying it. The way they were placed was making it look loke an armored vehicle, which is modifying it to make it look like something it's not.
"When I see the "modification of vehicle" rule, I take into account literal modification." By that statement, I'd like to take a journey to the rules section.
What you did was exacly modify your car with 12 props all around the car, without prior administrative permission. What you modified your car with was not small props. It covered nearly the whole car.
And by this, I would like the staff to decide whether its bannable or not.
