The only problem with the non-expiring warrants is that arrest baton hits are instant. You could be trying to go up into a meeting with the president, and some cop could just smack you on your way up = No RP instant arrest.
Or you could be fighting off the cops, and one could sprint at you with the baton even under gunpoint and slap you one over the head = Instant arrest.

Or, you could make it so there is about 2 secs waiting time for arrest, like the bar on the keypadcracker or the lockpick. But it would still have to be a short time.
