It is not blanket sweep not allowed pagen, and never has.
Its all based on the situation, BMDs are full well allowed to have "shops" though depending on how they operate it can lead to an arrest. Many a time I have operated a pub or mail service as a BMD as a front while the shady part of the business was always in the back, this is known as moonlighting.
The same can be applied to chefs and other sales jobs, they are not allowed to base "construct a structure or use a property for the sole purpose of constructing defences to defend your contra with a fanatical ferver" but so long as they are doing their jobs, what does it matter in an ooc sense that they are cooking meth in their basement?
ICly of course such actions will lead to an arrest, but the "Do not base on the main road" policy was enacted to prevent the sole use of those propertys for contra bases, as back then we saw ALOT of those,entire strips of storefronts dedicated to people fortifying and guarding with weapons their contraband and weed, many just shooting people who got to close. These days they are not used for purely contra based activitys, but if a player is infact useing it for a shop and contra/weed, they are doing so while also doing a primary job to cover the fact they are comiting a crime in the back room.
I have seen more than a few that hide their illegal activitys in plain sight, but no one ever notices
