It's hard to give a response on this situation as it really depends on the actual situation and how it's executed.
However, I am going to assume that you were a black market dealer, if this is the case; As far as I am concerned black market dealers are not even allowed to have a shop in the public as the merchandise they sell is illegal.
Now, I am going to assume that you had a shop, if this is the case I don't understand the fact that you were banned for basing. I mean, if you had a legitimate job which is allowed to have a shop in public and you fufilled all the responsibilities that this job may have, you didn't, as far as I am concerned, break any rules.
Like I mentioned above, it's hard to say since I weren't present.
