I was the officer who was with you, I said that we can't arrest him without seeing the contraband. He had claimed it was a video game, and indeed he had a television, so I decided 'This one's up to you' and walked off, however you arrested him, with only hearing an explosion... I immediately realized this is wrong and went to unarrest him, as it was technically RDA. Really, nobody is breaking rules here apart from you.
