Summary: So, I join the server, wonder around and I stumple upon this guy. And since I see him spawning props and freezing them (didnt get a screenshot of that) on the road, I observe him. I tell him that its against the server rules, and that the watermelons cause server lag, but he doesn't listen, and runs off.
