Let's start by saying it's very stupid to spawn contra while being under the map, this of course makes it look very suspicious. If you're under a map call an admin and if there's none, change job or something else to get out of there.
Why would you want to know if you could spawn contra there if you aren't allowed anyway to use it?
I think that if you only spawned one and not gained money from it, your ban should be reduced to 1 week as punishment. However, if you gained money from it I think your perm ban is fair.
