Goto your steam folder, remove the file named: ClientRegistry.Blob.
Don't worry, when you connect to steam again, the file will be created again automatic.
But copy past the file to another folder, just to be sure.
The file is at: Computer\Local disc\Programfiles(x86)\steam.
If this isn't helping, check if your anti-virus or firewall, suddently wanted to be a a**hole, and block it.
That's all I know. When this happend to me, I went rage.
