Your victim did not seem to have any knowledge of this RP of yours,
and from what i see, there was no RP behind it. Opening a cell and randomly shooting
at an inmate is not Torture RP, and is NOT allowed. There is a thin line between Torture RP
and general minging, and this qualifies as the latter.
