Non-Government cannot build anywhere in the nexus unless they are working for the government under the presidents permission (For example a security guard)
The Lab is considered part of nexus as you have to go past the desk or through the garage to get to it, both these places are restricted to go into without permission from the President.

But i still think 4000 min is way to long... if it even stands in the rules, i just cant find it
