Someone who is deemed a serious threat towards citizens and Police Officers/SRU, can be dealt with, with lethal force.
If ie someone is pointing guns at cops or SRU, then cops and SRU can open fire, as the hostile is a serious threat.
NOTE: This does not count in a hostage situation
