No, he means you should actually include a detailed justification of why you should be unbanned. Simply saying "I forgot to make one at the time so unban me now" is not good enough. Why should we allow a player who has been permanently banned back onto the servers if he doesn't show any remorse and doesn't put any effort into the appeal?
