If I'm not wrong, if you have crashed it and you come back to it , then it'll drive slower. But yeah, Wood pretty much explained it all. The reason behind this is for you to impound diverse cars that have been parked wrong and also if a guy dies in a car crash, then you'd bring it in to the impound yard.
