Is The Word "Reich," Offensive?

I speak German non-fluently, but I know enough to say that "Reich" means "wealthy" in German. However this may also be interpreted as a state, in the usage of the word, the German State. That includes today too, Germany is a "reich" essentially. However that is an improper usage of the word. The last reich was.. the 3rd reich.
If you put a "3" or "3rd" or "third" etc. in front of it, in this case "4th", it may be offensive to others.
What does the actual clip say in total? PM me if you want, or if you think it may be offensive for the public, but keep this info in mind, if it says only "Reich" means "State" or "wealthy".
