My 3770k Intel CPU can OC up to 4.1 GHz, however the safe zone I have found is 3.9 instead of the normal 3.5, and it's fine. I have 2 case fans - one on the back and one on the side, plus the CPU fan which generally runs a bit higher than the other fans. That keeps it cool and there's no problem.
