Let me change my position on this a little bit: I don't think that it should be a job or anything, but allowed to hire someone to kill. Say a rebel steals your car, usually, I would track him down and kill him myself, but I would be kinda cool to hire someone with a better weapons system and more intelligent on how to handle things like that. Allow you to ask a friend to kill someone? Yes. Have someone use /advert to say "I'm a hitman, hire me", no.

In reality that's not how hitmen work anyway. They build reputations and word spreads around, unfortunately that wouldn't work in FL because no body gathers around and has an RP conversation about what's happening in town. There's never any talk of IC current events amongst citizens, everyone is too focused on doing their job or whatever. So the only way for word of a hitman available is through advertising but they'd have to operate like a BMD and only give out contact information, they'd then say a meeting destination where the hitman would wait to see who turns up and arrange a hit.

I see what you are getting at, But IRL HitMen would be more secret about it and do /advert "Need a "pest" exterminating?" and have a frontal cover. They would then receive a hit from a contractor and then first they would confirm the hit by cross-referencing to RP picture been given to them. They would then receive a valid reason and also meta by using the persons stats to see if they have dies. This will then get rid of any NLR links.
