Well, he shouldn't have come rushing up to kill you in the first place. I would simply say that there is roleplay going on, and there is a reason for me not issuing warrants. I wouldn't issue any warrants though, it kinda breaks the roleplay, because you are saying something completely passive over the radio while beeing hostaged (Even though not beeing roped.).
Systems with low or shallow player-to-player interaction erode the social dynamics that keeps FL interesting.
