Witness here, I was with Gumland the majority of the events, The time I was there I only saw him hostage two people, Police Officers who witnessed the Corleones escorting the Rebels into the Downtown Motors, The Corleones took action and hostaged the Police in suspicion that they would report it in and do a bust. The Don (Playernameescapes my memory) told Gumland to hostage them because they rest of the Corleones were busy setting up cells for the Rebels, Gumland hesitated at first, but then went ahead and hostaged them, and brought them in the Downtown Motors as well. So, my point is Gumland was just following orders, I know he could've refused the order but he shouldnt be punished for something somebody else said to carry out. Hope this helps show a bit more on the problem.
