Because that would make this acceptable, as long as there is a way into the area small situations like this can be blocked for security.
The front had a keypad yes but there is absolutely no keypad on that fence which makes it a prop block. If it was for security , he'll at least put a camera and a keypad to see who is trying to hack it.
