I find these role-play rules odd.

Okay. Lets break this down...

Rule 1 : Non-officials are only allowed in the Nexus when they have an appointment with the President.

My Comment: This rule kind of makes sense unless you are going to see a loved on in the jails. If you're not escorted up by security though, it counts as trespassing. The next lobby is acceptable if you have a valid reason to be there such as booking an appointment with the president. But further on (Including the basement) is private. These are the rules to my understanding .

Rule 2 : Non-officials are not allowed to pass the Nexus desk, if you do, you may be arrested or shot if identified as hostile.

My Comment : Pretty much explained above. You would be trespassing on private property.

(people say nexus is the upstairs and the elevator only) = They're wrong

Your personal comment : The permanent laws do not specify this they only say the nexus itself so can we get more explanation on these permanent laws because so far I'm getting minged at and moaned at by only following the laws as a cop. All they have to show for it is trying to add information that is not there and is not specified.

My Comment : I'm not quite sure what you're trying to say here. So you're getting yelled at higher ranks because you're not quite sure about the rules?
