Nexus is everything.

First rule is to prevent loitering/uselessness.

Second rule is obvious.

i didnt mean what they were trying to prevent i meant what they state

as in what it means is the rule where they cant be in the nexus without an appointment mean can you warn them then arrest if they dont leave the nexus first floor or the garage or is it only if it takes to a different floor on the nexus
