http://www.pcspecialist.co.uk/notebooks/VortexIII-15/ is a laptop i would reccomend as you can also customise it for your needs so to say if you don't want a high end graphics car lower it and higher the CPU for example! it's really good.
It also has included in the price of it the OS and you can for just £9 upgrade the anti virus to norton for a year (i'd reccomend that.

There is absolutely no reason to pay that much if he aint going to use it for Gaming.
Its for work and School which means even a i3 Processor and the shittiest graphics card would be just fine.
If you want something show off'ish, unique and really usefull I would say this Lenovo Yoga TouchScreen PC.
