Basically, ping allows the server to check that an IP address exists and can accept requests. It sends a message to the IP, and waits for a reply, a little bit like a radar. The number you see is the time in MS that it takes for the reply to arrive.
As Al said, lower is better, since the message is taking less time, and therefore traveling faster.
