Summary: A taxi hit me and almost killed me so I was going to arrest him. During our conversation he told me about the lagspikes but instead of RPing it to a fine or something he tried to run me over, I killed him and he came back for the taxi right after.

Edit: After making this ban request on him I went in again and I drove by him and saw him get tased. While being unconcious he reconnected to avoid arrest. Here is a picture taken at 20.58: [Image: yGDavvE.jpg]
