Yes. RP is feasible to some certain extents, but for the most part the entire gamemode is formed around getting cars and power through contraband and killing players who dare step in your path. The entire RP community in Garry's Mod for the past six years has been nothing, but angsty kids being power hungry and developers finding better and easier ways to rob kids of $15 - $100, for stuff like 'donator' which gives minor perks and increases your probabilities of being the top-dog for a certain period of times.
I've bared witness to quiet a bit of these children as an active member of the SS/Police, and can easily understand where you're coming from.
But the similarities of understandings stop right there.
My time on Fearless within the PD has been a game of cat and mouse while practically begging on my knees in hope that the police force will get needed upgrades and 'buffs' to ensure it's capability to keep the city safe from players which get warlordish. I've experienced friends and members of the Kumonryu Tiger Force, getting captured and being tortured through means of DoS Attacks[Stuts Torture], Rule Bending/Blackmail, and Letter of Intimidation. My understanding of CityRP comes from it's underbelly, and thus it should come without saying that nothing is new to me.
Every RP gamemodes way out of contraforts, mingelords, and false-hopes, starts with a change of thought. Contraband isn't the issue. The environment which it creates is the issue.
Passive jobs will supplement players and help grow actual economies in the servers. Players won't have to worry about hiding from the police to 'roleplay' and will feel more-or-less comfortable with their presence. Farming, Mining, Production Lines? These things bring players together and don't break them apart.
Look at the Fish Market for christ sake! People made $500 on a food item and had no need to meddle with contraband or firearms. They could happily RP as a sushi shop owner and nothing bad would happen to them! That's the beauty of RP!
