Now first, re-read the rules because it is pretty common sense when it comes to reasons for raiding, I mean we're roleplaying here. Also, try and be passive and only raid as a last resort.

That thread should help you in regards to raiding the president, but remember to try an solve things diplomatically first.
Now when raiding someone else, you obviously cannot raid as merchants/security guards etc. You can raid for contraband, I don't know why but for some reason if you here the person's contraband then you're entitled to raid. Also, say if they do something to you, shoot at you or steal your car then you are entitled to raid.
But remember, passive rp is ALWAYS > aggressive rp.
