I looked closely at the video too since I don't believe that Helen would do this, I came to a different conclusion...

Showing that [SW] Salinsky is the guy wearing the suit.

This shows the he was standing on the poles just before the incident.

Here he jumps down off the poles

The angle appears to be wrong for it to come from Helen.
Conclusion: To me it looks like it was Salinsky....
