Title of Bug: comments privacy settings does not exist

Description: 
you can not change who can comment on your profile anymore! Sad((

Evidence: 
https://fearlessrp.net/usercp.php?action=options --> as you can see on this page that there is no option to change comment settings

This isn't a bug, we used an old system called MyProfile a few months ago which I've now switched over to a commenting system as it was causing issues.

The options you're mentioning probably looked like this:

Only registered users can leave profile comments but I will work on a UserCP option to allow users to turn their comments on and off or only allow buddies if that's what you would like. Will leave this thread open for a bit to allow replies Smile
