Title of Suggestion: Prisoners /requests

Description
Prisoners, should not be able to do /request if an officer or government member is abusing them, they can go to the president after their time is done.

Why?
I've seen a lot of people abusing this recently, spamming /requests in the jails. Spamming a certain thing non-stop.

It is already the only way for a prisoner to interact IC outside of his cell. It's not like prisoners are completely isolated from the outside world IRL.

Maybe something /prequest, which as a long cooldown, that would be good.

Instead of completely removing it for them, I'll figure out another way like a button that prisoners can press in their cell to call an officer or the likes.

We should not completely take away rights to communicate IC.
However, the ability to mute a prisoner if needed has been added.
