Title of Bug: Cannot use tools on notes

Description:
I cannot use building tools on notes, only physgun.

This seems to be directly related to the CanTool hook, which must have been modified during dupe-proofing entities, such as the radio or even notes themselves.

It would be ideal if all the tools could be used on notes once again, especially:
  • Coloring
  • Materializing
  • Removing (this one in particular is irritating Upside_down)
  • Weld smart
  • Duplicate

Also, I wanted to mention that this problem does not occur to admins as they override this particular permission.
