Title of suggestion: database improvement

Description: 
Add reasons for search and arrest warrant to the database. Then we can actually run someone through the database and see the reason for the warrant.

Why: would make government RP easier and better. Currently I would have to ask the officer who warranted him what the warrant was for.

As Ethan said, the suggestion was approved and finished, its even in the update logs, but it doesn't seem to be active on the server.
