Not all drivers you listed should be penalized. There are a lot of people who step out into the road very often. I've found myself running people over too, just because people don't use the damn pavement. Also, your images doesn't show EVERY person listed doing anything wrong.

I didnt even run someone over!i saw all the chaos the other cars made,so i drove through the bp and didnt hit anyone,sometimes i ran people on the road by accident,but they were on the middle of the damn road!

denied screen shots dont really show much , and abit of bad driving / crash is hardly a reason to ban
maybe take car from some 1 who cant drive, or if they ran some 1 over maybe a ban then
