Cannot issue a red pass as VP

Title of Bug: Cannot issue a red pass as VP

Description: I'm not 100% sure if this was intentional, but you can't issue a red government worker pass to anyone as the Vice President, the error it sends back is "You are not a Nexus Desk Secretary". I thought both the President and VP should be able to give them out, which makes sense but if not the error message should be changed.

The President is able to give red working passes and the secretary can give out green/blue, I thought it would make more sense if they could both have the ability to give them out since they are in pretty much the same position.

Yeah only the nexus desk secretary and president can issue red passes at the moment.
