You can roleplay as a killer clown, aslong as you keep it within the rules, i also suggest not to RDM people, or break Fearrp by almost getting run down, it should be done correctly if you want to do it.

Like Jonas said, i wouldnt see it as extremist RP however make sure you have some backgroundRP if you were considering killing people, however other than that i see no problem with it
