Title of Bug: Joining after lockdown activated.

Description: This may not be a bug but it still needs to be fixed. If you join the server after the president activated the lockdown the lockdown text is not visible on your screen. Then you spawn in city and instantly gets arrested by the police whitout even knowing there is a lockdown until he makes the warrant request.
