Looking into the matter a bit more I saw that the event occurred at [16:53:25]

Your initial response was to gun him down? Not taze him or even warn him that running away would result in a punishment? Curious to why you killed him before trying anything else first.

As you see he admitted that he broke FearRP. And he was stealing a car so thats why I didn't faze him. I told him to face the car, he did it and then when I was going to handcuff him he took a weapon out.

FearRP still applies when a person switches from weaponry to cuffs in order to cuff you.
Accused will be given appropriate punishment for breaking FearRP.
