Correct me if I am wrong, but you tend to play on v33x right? In that case, they do spawn outside of the city. On v2d they all spawn within in the city, I can't remember v2p.

My guidelines? Those you haven't seen unless you're a staff member, but re-state your question without digging it around in a circle of "I'M NOT SATISFIED".

I like this rules way better, I have one question If someone ask's for a licence can you deny them, Because this would seem like it would go back into blanket banning again.

Can I atleast "ask" [the city's salesman such as BMDs and Gun Dealers] -asking like a dictator would ask[by force]- them to leave the city?

Great! I love it, it REALLY sucks to get arrested for the most stupid laws that are not even a TINY bit realistic.

Suits are banned is bullshit, bald people being banned also, I like how they all now need PROPER reasoning and not ''I am a dictator I can do that''.
