EvoCity radio playing 1 second music snippets

Title of Bug: EvoCity radio playing 1 second music snippets

Description:
Even though I have EvoCity radio muted, it keeps playing 1 second snippets of music at high volume. It happens randomly quite often (between 10s-3min) and the sound can be heard all over the map, even though no cars or radios are nearby.

Yeah, when a player spawns a radio it takes a split second to set the playing radius to however many units from the radio. I will look into setting the radio default volume to 0 when it's first spawned so it doesn't blast everyone's ears on the server Joy

Applied a fix to set the radius before music starts playing on radio to see if this will work and will test shortly.
