CityRP Update "Red Alert"

I personally would prefer to have Photon on the servers, and I don't really understand why we don't have it, but I'm very grateful that we're getting this added. It's going to be awesome anyways, and I believe that Mavis will do his best for FL and the players on it.

Phonton is great, but no dought, it'll have issues.

VCMod that it used for our lighting system in cars is terrible as it can't handle CityRP, as everyone has noticed, like 95% of the time you can't see the lights when they are turned on, as it can't handle it.
