Summary: Guy said it was random arrest, you can't see that in the evidence. But what you can see is KingOfAssasins leaving people cuffed and I state that as failRP and I think the rules do too.

Lately I have seen him just cuffing, tasing, and running to the next guy, there is no scenario to it like this example.
And as in lately I mean within half an hour ago.
