Summary: Basically we were having a bitch fight, the usual stuff. Then all of a sudden he calls for backup. Alarmed, I tell him to cancel it (Under knife-point), but he doesn't and instead runs away. This is also within striking distance of the president so FearRP applies. He also called the police under knifepoint.
It eventually got to the point of me hitting him with the knife, which turns FearRP off. 

The little Chase-The-Vice went on for at least 2-5 minutes before I was tazed, again with the presidents life under my knife, and killed with the rag-doll tool. 

2.1f Orders must be given via voice or text comminucation to initiate a FearRP situation.

2.1 You must follow FearRP. Your character must act afraid of life-threatening situations or of any weapons pointed at you.

Rule 2.1 is especially true for the President and Vice President, as they are very high class citizens that value their life a lot.
