From what it looks like, he hasn't banned anything that is unrealistic.

Although he might have meant ILLEGAL instead of legal at the time, with the given evidence he is not in violation of that rule.
However if you have any video evidence of him enforcing laws 3, 4 & 5 as ILLEGAL please do provide it.
If not this will get denied.
