Summary: I was playing as paramedic, when I saw a Corleone coming in with someone else. They went behind the set-up wall within NEXUS. I heard them talking but did not know what that was about. So I installed a camera for extra security, because I didn't trust them.
So after that, I caught the Corleone player propclimbing. (as you can see on the tiny picture (3) on the left)

In the pictures, he climbs up on the rocks and later on, on that wall?

I see nothing else than an extremely minor case of propclimbing/FailRP.
Did he own the props?

The person on the picture doesn't own those props, neither do I. So it is not a rulebreak by using environmental methodes to get over a wall, that is set-up to not let people getting past it, but getting over the wall any other way than using props, is not a rulebreak? or did he just found a 'loophole' in the gamerules?

He's a new player and a warning should do it.

Eitherway he did break the rules, so a punishment will be handed out.
