I know making buildings and shit outside is breaking the rules but sometimes I like to make a small little shack/tent in the forest and no one bothers me about it, or like a small lemonade stand on the side of BP.

So long as youve cleared the build with an admin currently on the server, and they agree that it benifits the overall RP, is prettymuch the only time when public building is allowed, so you could say that public building refers to any sm-med-large construction outside of an owned zone of influence that has not been approved by an admin currently in server
