Summary: Building on top of roof top (nexus) and not having anything to support his elevator making it a floating prop (rule 6.7) and this allowed other players on top of the roof to Rdm and Tranq citizen, like myself.

1. Player was technically building on a rooftop, which is not allowed without administrator permission.
2. The elevator was indeed floating.

Player will receive a 24hr blacklist from pte because of prior pte offenses. (Including a month ban)
