Insulting plus random demoting

So It went like this, I was a police a police sergenant and
[FL:RP] Qerhem STEAM_0:0:54677689 Started insulting me constantly (has happened before aswell by him) as a corleone member.
So I requested a warrant to arrest him.
The president,
Tropical STEAM_0:1:80290762 didn't respond in any way, and then boom! I was demoted. And this is what I cant understand.... I was banned soon after this happened.
