Follow FearRP. You can't attack a person who has a gun (or tazer) pointed at you, while you are unarmed, you must roleplay being afraid of the gun.

The policeofficer had a gun pointed at you. He said "step out of the car" and you failed to do as he said, even though he had you under fearRP. When someone has a gun pointed at you, then you have to do as they say.
