Title of Bug:Â Cannot mark milestone vehicles as stolen
Description:Â
If you have milestone vehicle spawned and do /stolen, the function returns you nothing, and vehicle doesn't get marked as stolen. You also don't send a request to government.
I also noticed that milestone vehicles are missing license plate, and the text for license plate when you look at vehicle.
Tested with both Hummer and GTR.

1. Spawn any milestone vehicle
2. Do /stolen
