Title of Suggestion: Don't let the VP change Tax

Description
Too many people go as VP and change the tax to 40 without the President knowing. It's annoying and ruins roleplay and subsequently leads to the president's death.

Why?
It's annoying as shit. The President could be doing a Passive Roleplay and the VP just makes it 40% so that people can raid and kill the President.

Although I'm supportive of a new rule where the tax must not be abused to cause a raid (VP setting it to do so) or changing it in the middle of a raid, if you get what I mean.
